Why
The OBR publishes every Economic and fiscal outlook with detailed forecast tables, and maintains a historical official forecasts database and a public finances databank as spreadsheets on obr.uk. The site sits behind a bot-verification service that returns a challenge page to automated requests, so the files cannot be fetched by a script. Both workbooks were saved from the site owner's own browser session and ingested by hand; the forecast-versus-outturn page is built from them. Each new release has to be saved the same way, so this route is available but not automatic.
