The percentage change in the average Band D council tax in England on the previous year, as published by MHCLG.

People often confuse this with

Percentage change ≠ Percentage-point changeA rate moving from 4% to 5% has risen by one percentage point and by 25%. This site describes changes in rates in points, never as a percentage of a percentage.

What this doesn’t measure

The change for any individual authority, which can be above or below the average, or changes in real terms after inflation.

Important caveat

The average Band D figure is a level set before the year begins, across all billing and precepting authorities in England, weighted by tax base. It includes the adult social care precept since 2016-17 and parish precepts. Most dwellings are in bands A to C and pay a fraction of the Band D amount; discounts, exemptions and council tax support reduce many bills further. Scotland and Wales set council tax separately and Northern Ireland uses domestic rates.
