What this measures

The council tax set for a Band D dwelling by each Scottish council for the financial year, as reported to the Scottish Government on the Council Tax Assumptions return, excluding the water and sewerage charges Scottish Water bills alongside it.

What this doesn’t measure

The bill on any particular dwelling: most dwellings are not in Band D, single-person discounts and the Council Tax Reduction scheme lower many bills, and water and sewerage charges are additional. It is not comparable with the English Band D figure, which includes police, fire and parish precepts.

Important caveat

Scottish councils set council tax under a different system from England's. The figure is the Band D rate the council set for the year, as reported to the Scottish Government, and it excludes the water and sewerage charges Scottish Water bills alongside it, which add a few hundred pounds a year. Most dwellings are not in Band D: bands A to C pay less and E to H more, and single-person discounts and the Council Tax Reduction scheme lower what many households actually pay. Scottish rates were frozen by agreement between the Scottish Government and councils for most years between 2007-08 and 2016-17, and again in 2021-22 and 2024-25, so long runs of unchanged figures are the policy, not missing data. This figure is not comparable with the English Band D figure, which includes police, fire and parish precepts.
