Charges, prosecutions or convictions, arrests by British Transport Police, or arrests for non-notifiable offences; a person arrested twice is counted twice.
Important caveat
An arrest is a person arrested for a notifiable offence, counted each time they are arrested, as recorded by the 43 territorial police forces in England and Wales in the year ending March. The figure is a measure of police activity, not of offending: it counts neither charges, prosecutions nor convictions, and many arrests lead to no further action. Some forces have revised earlier years in later publications, so totals for 2020/21 to 2023/24 differ from those first published. Derbyshire Constabulary reported arrests with an unknown offence category in 2024/25 while exploring data-quality issues.
