What this measures
The ONS's estimate of moves into an area from elsewhere in the United Kingdom minus moves out of it to elsewhere in the United Kingdom, over the year from one mid-year to the next, as published in the Components of population change sheet of the mid-year estimates.
What this doesn’t measure
Moves to or from outside the United Kingdom, moves within the same local authority, or how many people moved: a net figure of zero can mean nobody moved or that thousands moved each way.
Important caveat
These are the ONS's estimates of how a local population changed over one mid-year to the next, not a count of people. Internal migration is a move between local authorities within the United Kingdom, estimated mainly from GP registrations, so a move by someone who does not register with a new doctor may be missed and a student may be counted moving in but not out. International migration at local authority level is the ONS's distribution of its national long-term migration estimate across areas, which is why the areas sum to the national figure by construction rather than by observation; the ONS has been revising both the national estimate and the way it is distributed, and describes these local figures as under development. Each edition revises the years before it, so a figure here belongs to its edition and figures from different editions must not be spliced. A net figure can hide two large flows: an area with a net of zero may have had thousands of arrivals and thousands of departures. England and Wales only.
